The Committee on Education moved to amend the bill on page one, section four-e, line eleven, after the word “Authority.” and inserting the following: Notwithstanding the foregoing, financial assistance to be provided by the School Building Authority may only be used to pay costs of capital improvements and shall not be pledged as security for or repayment of any bonds issued by the County Board of Education.
